The compatible institution could facilitate and stimulate the economic development in the relevant society; instead, the incompatible institution would lead to the stagnancy, even the breakdown of the economy. The economic development is actually a process of innovation. Institutional innovation interacted with the economic development, specifically; institutional innovation is able to facilitate the economic development, whereas the institutional scarcity would be an obstacle of economic development. It is known that the legality is one of the most powerful institutions. The scarcity of the institution in the ethnic-inhabited regiontend to be serious, especially, the legal resources. Secondly, in the prospect of connotation and characteristic of ethnic legal, it proves the important role the ethnic legal serves in the development of the ethnic economy. Thirdly, on the basis of the analysis of the embodiments and causes of its legal resource scarcity, the paper disclosed the legal resource scarcity is the one of the most important factors to restrain the economic development in the region, the less presence of the relevant laws and regulations reduced the its executive force, a variety of preferential policies decrease weakened its competence, the lower legislative technique and the less awareness of the legislative conception induced the implementation of the legality, a comparatively poor supervision leads to the less effectiveness of the justice and execution , which extremely restricts the development in the ethnic -inhabited region; then, by summarizing the experiences of the development of the foreign less developing region form the perspective of legislation practice, for instance , professional institution and acts should be formulated; in the end, several proposals has been suggested in order to enrich the resource, emphasizing the legislation , offering the strong guarantee for the economic development in the regions.
