Research On The Government’s Purchase Of Public Services From The Perspective Of Public Value

Confronted with the contradiction between the increasing demand of public services and the government’s tight supply of public services,the purchase of public services from social forces has become an important choice for the government to improve the supply of public services.After more than 20 years of development,especially since the government’s comprehensive promotion in 2013,the government’s purchase of public services has grown at an alarming rate.The government’s purchase of public services has gradually enriched its content,its scale has expanded rapidly,and its system has been continuously improved.The government’s purchase of public services has achieved good results.However,we must recognize that the government’s purchase of public services is endless due to the neglect of public values.The government’s purchase of public services has encountered development difficulties,from the collapse of the bus station in Hefei City to the care of Xin Feng County,and the vaccine incident in Shijiazhuang City.The emerging theory of public value management provides a new path for the government’s purchase of public services,because of its the pursuit of public values and the cooperative approach to network management.Under the guidance of public value management theory,the paper uses the literature method and case method to systematically analyze the public value problems of government purchasing public services.The paper attempts to discuss the causes of public value of the government’s purchasing public services from the three dimensions of "value-capability-support"and propose a possible strategy to solve the public value problems which may provide a new way of thinking for the government.After the research,we can find that the public value of the government’s purchase of public services can be attributed to three aspects:the loss of the goal of purchasing public services,the lack of social participation in purchasing public services,and the ethical misconduct of purchasing public services.Based on the three dimensions of "value-capability-support",the paper finds that the main reasons for public value problems include the fact that the public value consensus between the subjects has not been reached,the public character is missing,and the interaction and cooperation foundation is weak.Finally,the paper proposes to realize the public value of the public interest as the basis of value,to shape the public character of the subject as the capacity guarantee,and to build the interaction and cooperation mechanism between the subjects as the key support to solve the public value problems and promote the government’s purchase of public services further development.
