Abstract/Summary:
This paper, by means of combining the Empirical Research and Interpretation Research, discusses the function of the three Japan’s Diplomatic pillars,"the Japan-US alliance ","Peripheral Diplomacy" and "Economic Diplomacy" in the Japan’s maritime security strategy of the21st century. This paper argues that:firstly, to Japan’s maritime security strategy of the21st century, the Japan-US alliance is a notable diplomatic driving force, a diplomatic power can not be replaced, and a tremendous diplomatic resistance what is hard to break through. Secondly, in the Peripheral Diplomacy, China and North Korea as major strategic rivals of Japan’s maritime security strategy of the21st century makes Japan’s the concept of Defense Policy and maritime security from the static to dynamic, the focus region turned from the North to the Southwest; Japan treats ASEAN as a bridgehead for attacking the Pirate,and draws ASEAN to contain China in a wishful attitude; by means of the cooperation of maritime safety with Japan’s Quasi-allies, Australia and India, Japan expands coverage of the maritime security strategy and the containing China’s maritime security action (mainly Indian Ocean direction).Finally, in terms of Economic Diplomacy, Japan takes advantage of the ODA policy to lay a good atmosphere of Economic Diplomacy for the cooperation of maritime security with important diplomatic maritime countries, to provide funds and technical assistance for countries located at the important maritime passage to ensure the safety of ocean routes, to provide financial assistance for the regions that pirates come from in order to change the social environment that breeds pirates; Meanwhile, Japan is attempting to take advantage of the dominant position in The Regional Economic Integration such as TPP to collaborate with other Asia-Pacific countries to contain China’s (its maritime security strategy’s competitor) economic development. So Sino-Japanese relations, North Korea-Japan Relations, the Japan-US alliance all are important diplomatic factors in the Japan’s maritime security strategy of the21st century, the Japan-US alliance is the diplomatic power that Japan’s maritime security strategy of the21st century rely on, the Peripheral Diplomacy and the Economic Diplomacy both are important strategic measures of the Japan’s maritime security strategy of the21st century, this is the internal relations of the three Japan’s Diplomatic pillars in the Japan’s maritime security strategy of the21st century.Chinese maritime security strategy should be released as soon as possible in accord with China’s national conditions when dealing with the Japan’s maritime security strategy of the21st century.
