| After the Cold War, non-traditional security has gradually becomethe focus of the study in both global and regional relations, which hasalso become an important factor of international security and regionalsecurity. Chinaã€Japan and South Korea are across the sea, so marinebecomes an important medium to maintain relations of East Asia.Therefore in this region, marine non-traditional security plays animportant role among the relationships of Chinaã€Japan and SouthKorea. Japan is an economic power in this region, and has been tryingto become a maritime nation. So the deep research and study of thedevelopment of its maritime strategy in the non-traditional securitybecomes more and more important.This thesis draws on the analytical framework of the theory ofconflict and cooperation, combined with non-traditional security theoryand region public goods theory. Through a detailed analysis of Japan’smaritime strategy in the development of non-traditional security, theauthor aims to find possible cooperation areas in East Asian region.Besides, the thesis also explores how to provide regional public goods,and the ways to form cooperation mechanism in maintaining thenon-traditional security of East Asian Seas.The thesis contains four chapters. The first chapter of“non-traditional security and cooperation†introduces the theoreticalframework of the thesis, and searches a new perspective ofnon-traditional through the research of the definition of security.Through the development of cooperation theory, the context ofregional public goods theory is being found. Finally, by combining thesetwo theories, the author seeks a new path for the treatment ofnon-traditional security through the provision of regional public goods.Chapter Two is titled “the evolution of Japanese maritime strategyâ€, including the reviewing of its development history. Japanese maritimestrategy starts from Meiji Restoration, and re-positions after World War II,as well as beginning to convert to a comprehensive maritime strategyafter the Cold War. The author captures the overall development ofJapanese maritime strategy, which lays the groundwork for thefollowing. Chapter Three is “contemporary Japanese maritime strategyin non-traditional security perspectiveâ€. The author analyzes themotivation of Japan’s preservation of marine non-traditional security,as well as the detailed development of marine energyã€resourceã€environment〠order and others aspects. The fourth chapter“establishing regional public goods of East Asian Seas†points out thelimitations of the present Japanese maritime strategy, which maintainsthe non-traditional security in East Asia. Then the author analyzes how toestablish the new cooperation mechanisms and the possibleinfluencing factors on the basis of the existing East Asia Seas regionalpublic goods.The author believes that it’s bound to form a cooperationmechanism in the East Asia Seas non-traditional security field. And themechanism will give “spill-out†affects, which beyond areas of marineand non-traditional security. It will also have a positive impact to all thecooperation in East Asia. |
