Since the policy of reforming and opening up, Shanghai’s economy has developed rapidly and its international status improved, a growing number of new overseas Chinese choose to return to Shanghai for the development, which become the powerful human resources of the modernization of Shanghai. Meanwhile, Shanghai provides a new series of preferential policies to encourage and attract them to contribute to the development of Shanghai. However, there exist many problems in the development and utilization of new overseas Chinese, they face many suited which to some extent hindered the integration of new overseas Chinese to domestic entrepreneurship and living environment, this affects to exert their advantages. Therefore, it is meaningful to do the research on the development of the utilization of human resources of new overseas Chinese in order to fully tap the advantages of new overseas Chinese.This sort of research summaries the literatures about the new overseas Chinese, and mainly based on the data of research in the2013Shanghai Overseas Chinese government project " The research of Shanghai Overseas Chinese resources development and utilization," and combined the survey in2011and2006, using descriptive analysis, cross analysis, ANOVA and regression analysis to analyze the development, situation and problems of the return of Shanghai new overseas Chinese, in order to know the current situation of the utilization of the human resource, the differences compared to other human resources, the main demands of innovation and entrepreneurship, the new principles and ideas of the development and utilization, and construct the pattern of the development and utilization of the new Shanghai overseas Chinese.The study indicates:the new overseas Chinese shows the characteristic of scaling up, rich in structure, the living differentiation status, the regular reflux and the diversity motivation of return to Shanghai; The problems after returning to Shanghai, not fully integrate into the local environment and the low degree of social integration are the main affects of the further development and utilization of human resources of new overseas Chinese. Based on the foregoing analysis of the new features and status of overseas Chinese returning to Shanghai, the development and utilization of human resources Newcomers should adhere to the principle of mutual benefit, difference and hierarchical gradient development, focusing on the organic combine of conservation and development. Based on these findings this thesis briefly describes the ways and countermeasures of the development and utilization of the human resources of new Shanghai overseas Chinese.
