In new century,the economic globalization causes world economy undergo an overall, deep and irresistible change, and it rapidly revise the development progress of mankind community. At present, China has to accept the actuality that developed countries have dominated world economy system and regulation in the process of China joining economic globalization. The Chinese enterprise must energetically probe the development strategy that adapts to economic globalization, completely and profoundly comprehend the WTO regulations and prevailing international practice, positively carry out management transform and innovation to promote their international competence.According to the objective demand of national energy security and sustainable development of petroleum industry, and following the state overall strategic scheme of "entering global market", Chinese petroleum enterprises are carrying through investment and participating the competition of global market. For the reason that nowadays competition between global enterprises is gradually focused on development and utilization of person with ability, human resources have become the first factor of promoting enterprises'global competence, and also the most important guarantee for survival and development of overseas investment corporation that entering global market. It is no doubt that it is a hard, pressing and actual task faced by Chinese oversea investing corporation to establish and consummate a whole set of human resource development and management system that is practical, high efficient, normative, and being in conformity with the international practice and the laws of the invested state.Starting from the management actuality of Chinese petroleum overseas investment corporation, based on investment environment analysis, from the systematic point of view of strategy, organization and culture, applying the theory of modern human resource management, combining with the practice of Daqing Oilfield company Ltd, through deep comparative research and positive research. This paper established a set of human resource management system that has rich content and integrated structure, including internationalized recruiting, development, examination and incentives for human resources. This paper also systematically and detailedly explained theoretic model and operating procedure, therefore provides an actual and overall remedy scheme for the human resource of overseas investment corporations.
