Study On The Governance Of Rescue Community In Nanyuan Area Of ​​Beijing

The type of community changed from village, is a combination of China’s new urbanization and basic level management system with Chinese characteristics. There are many meanings of the project of dismantling villages and changing management.First, it can speed up urbanization. Second, it should straighten out the management system of the urban-rural fringe area. Third, it will be conducive to eliminate urban-rural dual system. As the project of dismantling villages and changing management is a way of top-down urbanization enforced by government, which the villagers are principal parts, the type of community changed from village is facing many problems. The first one, how to construct and develop the community? The second one, how to division the power and the responsibility? And the third one, how to change the attitude of villagers and help them to join in the city life? There are the key issues in this article.Nanyuan region, Beijing City, as a typical combination of urban and rural areas, the process of urbanization is not same in the villages belongs to Nanyuan area. Shiliuzhuang village took the lead in the completion of the whole system. Then, Shuangshiyi community was established in 2013.It was the first community which is changed from village, not only in Nanyuan region, but also in Fengtai District. Based on the empirical study of Shuangshiyi community and combined with the theoretical research results at home and abroad,this paper analyzes the status, problems and causes of the community governance. And from the perspective of governance, the author points out the countermeasures to promote the community governance of Nanyuan region. First, the government should guide the promotion of community governance. Second, the government need to scientific planning and enhance the level of public services. Third, the governments should standardize the system of the community transition. Finally, The government should improve the community autonomy system in the common governance thinking.
