| With the transformation of government functions in China,the construction of service-oriented government is speeding up.As city managers,under the national institutional arrangement of the transformation of service-oriented government functions,the focus and functions of China’s urban management are gradually moving down,the government’s management function is weakening,and the service function is strengthening.However,the transformation of government functions does not mean that the government is completely separated from the supervision and management of the property activities in urban communities,and the service providers can also be advocates and suggestions.Especially with the rapid progress of social science and technology,the convenience of property management brought by various emerging technologies will also bury some hidden dangers and contradictions.It needs the government to supervise from the macro level,provide institutional support and norms for efficient,convenient and comfortable property management of urban communities,and give full play to the role of the government as a regulator in urban management,To promote the healthy,healthy and sustainable development of property management in urban communities.Therefore,through the detailed analysis of the performance of government functions in the property management of new urban communities,this paper points out the current situation and existing problems of the performance of government functions in the case analysis,and provides opinions and suggestions for better performance of government functions.Based on the theory of public management,this paper analyzes and discusses the current situation of property management and the performance of government functions in a residential district in Hefei by using the methods of literature research,case study and field research,This paper points out the problems existing in the current property management and the performance of government functions.Combined with the reality of government management and the current situation of community property management,it points out the opinions and suggestions on the solution of the problems and the improvement of management.This paper mainly includes the following three aspects(1)There are some problems in the performance of government functions in the property management of Hefei urban community,such as the absence of government supervision on property service enterprises,the lack of institutional protection for the interests of urban community owners,and the imperfection of government management system for developers.(2)The reasons for the problems in the property management of Hefei urban community are as follows:the management standard is not perfect,the operation mechanism is not perfect,and the management concept is lagging behind.(3)Suggestions on the optimization of government functions in the property management of urban communities in Hefei are as follows:improving the supervision system of property service enterprises,improving the self-government system of owners,and improving the supervision system of developers. |
