Status Analysis And Countermeasure Study Of Guangxi Grassroots Government Performance Evaluation

Since the1980s, the western countries have launched a "reinventing government" movement. In the reform movement, as an important tool of government management, the government performance evaluation has been widely applied and popularized in the West. In2011China began to carry out the pilot work of government performance management in some areas, and Guangxi is one of the pilot areas.The government performance evaluation is a comprehensive assessment which compares and analyzes the performance targets and the results of government work when government performs their functions in the economic, political, social, cultural, ecological and other aspects.Guangxi grassroots government carries out performance evaluation for two reasons. One is to reform government and improve government management mode. The current goal of our government’s reform is to build a service-oriented government, and to accomplish this goal, the government performance evaluation is a necessary means. The other is to develop the areas. Guangxi development foundation is relatively weak, so it will face a lot of pressures to complete the strategic goal of "two steps","three increases","five buildings", and the pressures force Guangxi to further deepen the administrative reform, promote government performance appraisal and performance management, and improve the government performance.Guangxi began the pilot work of government performance evaluation in2008. In the process of Taking the lead, a series of rules and regulations were worked out, such as "the Guangxi Zhuang Autonomous Region Government Performance Evaluation methods"(For Trial Implementation) in2008,"the Guangxi Zhuang Autonomous Region Government Performance Evaluation Interim Procedures" and "Performance Management Standard" promulgated in2012, forming a pattern of index assessment, public, leader evaluation, and verification, and some achievements were obtained. The guiding function of performance appraisal has started to play, the government administrative efficiency has improved, and the relationship between the government and the public constantly improves.The current problems in practice of grassroots government performance evaluation in Guangxi are mainly manifested in deviation of evaluation idea, lack of professional talent, evaluation subjects, evaluation contents, evaluation indexes and the application of evaluation results, and the absence of performance communication and appealing. The cause of the problems, on the one hand, is the insufficient subjective initiative of the performance evaluation object, on the other hand, it is the obstacle of public service performance management and the constraints at experimental of appraisal. Some advanced experiences at home and abroad, such as the Britain and American experiences,"public comment" activities in Nanjing, accountability of performance management in Sichuan and the third party evaluation in Gansu, have a very good enlightenment significance for Guangxi.Aiming at the practice of performance appraisal, this thesis put forward the countermeasures and suggestions:to deepen the understanding of the government performance evaluation; to integrate these evaluation works;to focus on the personnel training; To enrich evaluation subjects, setting reasonable appraisal content; to increase the dimension of index, focusing on dynamic adjustment;to strengthen the application of evaluation results;to strengthen the performance communication and performance complaint.Based on the practice, this thesis took the practice of grassroots government performance evaluation of Guangxi as the research object, used literature research method, historical analysis method and empirical research method, carried out in-depth study of Guangxi local government performance evaluation practice, and put forward countermeasures and suggestions, which has some theoretical significance in promoting grassroots government performance evaluation in combination with the promoting the localization of western theories and exploring national regions performance evaluation. For found and resolved, It has practical significance in discovering and solving the problem of evaluation of local government performance in Guangxi, enriching grassroots government performance evaluation field.
