| Regional economic integration and the increase of cross-border public issues require local governments to gradually shift from administrative management to regional governance.Regional governance emphasizes the construction of multi-agent cooperation networks on the basis of equality and voluntary participation.Local governments with political authority and administrative resources are the most important participants and promoters of cooperative governance.Using cooperative agreements,several kinds of network governance structures have been constructed among non-affiliated local governments,providing feasible ways to achieve the goal of regional governance.At the same time,as an institutionalized governance tool,the network structure connected by intergovernmental agreements reshapes the institutional environment of local government cooperation,affects the definition of local interests and preferences,restricts and regulates the cooperative behavior of local governments.By investigating the structure,nature and function of the intergovernmental agreement networks,this paper explores the micro-mechanism of local government cooperation from the "relationship" level,it can help us better understand the local government cooperation behavior and its influencing factors.Firstly,this paper defines the key concepts of intergovernmental agreement and agreement network based on the review of relevant studies on regional governance,cooperative governance,network governance and regional cooperation practice at home and abroad,and forms the analytical framework of this paper on the basis of resource dependence theory and institutional collective action theory.Secondly,by outlining the process of regional cooperation in Beijing,Tianjin and Hebei and the application of intergovernmental agreement,this paper explains the evolution process of the inter-local cooperation between Beijing,Tianjin and Hebei.In addition,this paper attempts to analyze the structure and mode of the agreement belonging network in different policy areas from the two levels of "actors" and"relationships".Thirdly,using social network analysis method,this paper explores the possible factors affecting intergovernmental cooperation through quantitative analysis of agreement network,and on this basis,provides reference for optimizing intergovernmental cooperation in Beijing,Tianjin and Hebei region.The results show that:the urban governments in Beijing,Tianjin and Hebei region make full use of the intergovernmental agreement to construct cross-domain cooperative relationship,and have formed several interwoven and overlapping cooperative networks.At the same time,agreement networks formed by local governments in different policy areas show different characteristics in terms of agreement content,agreement boundary,agreement autonomy and agreement scale.At the same time,in the fields of industrial economy and trade,science education and culture,traffic construction,the network structure of center type,shared type and administrative type is formed respectively.Resource distribution and resource possession are important factors affecting the level of inter-local cooperation.Geographical proximity and population characteristics also have a significant impact on the level of inter-local cooperation.Therefore,in order to further promote the integration process of Beijing,Tianjin and Hebei region,efforts should be made to establish a normalized and institutionalized autonomous coordination mechanism,cultivate regional sub-central cities and node cities,and promote social forces to participate in regional governance,so as to strengthen network embeddedness and expand network scale to improve network governance performance. |
