People’s congress system is the fundamental political system of China which is the main approach and highest form of realization for the people to be their own masters. The people’s congress of different levels consists of representatives selected by the people, assuming the holy responsibility to administer the national and social affairs on behalf of the people. Whether the people’s congress representatives, as the principals of the people’s congress, can perform their duties pursuant to law and bring their role into play is not only related to the performance of the function of the organs of state power and the realization of the people’s democratic rights, but it is also related to the development and improvement of the people’s congress system and the construction progress of a socialist legal state. In close association with the practical work, the author makes in-depth research on the duty performance situation of the representatives of Dezhou Municipal People’s Congress (Dezhou is a city with districts). Based on the analysis of the problems existing in the process of duty performance and the causes, the author proposes the countermeasures and suggestions for further improving the duty performance quality of people’s congress representatives.The paper consists of six chapters. Chapter One, Introduction, mainly elaborates on the purpose, significance and methodology of the research on the issue of duty performance by people’s congress representatives, making clear the difficult points and key points of the research. In the second chapter, Basic Cognition of People’Congress Representatives, the author elaborates on the connotation, nature and position of the people’s congress. In this chapter, the duty performance bases of people’s congress representatives are analyzed including the laws and regulations that the people’s congress representatives of different levels must observe as well as the rules and regulations that the representatives of Dezhou Municipal People’s Congress must comply with. Chapter Three is the Structure Analysis of Representatives of Dezhou Municipal People’s Congress. Through comparison in the structures from the13th to the17th People’s Congress of Dezhou City, the problems existing in the representative structure of Dezhou Municipal People’s Congress are pointed out. In the fourth chapter, the Duty Performance Situation of Representatives of Dezhou Municipal People’s Congress, the author elaborates on the work of representatives of Dezhou Municipal People’s Congress during meetings and their activities during the closing period. In Chapter Five, Problems in Duty Performance Situation of Representatives of Dezhou Municipal People’s Congress and Influencing Factors, such problems are proposed as that the duty performance capacity needs to be improved, that the general "sense of representative" needs to be enhanced, that the representatives exercise their power insufficiently and that the activities during the closing period is not effective enough, with analysis made on the causes for such problems. Chapter Six covers the Countermeasures and Suggestions for Further Improving Duty Performance Quality of People’s Congress Representatives. In association with the practical situation of representative duty performance of Dezhou Municipal People’s Congress, suggestions are given mainly from two perspectives:on the one hand, the NPC Standing Committee needs to take "four measures" from the perspective of strengthening and improving representative work; and on the other hand,"three relations" need to be correctly understood and treated in duty performance from the perspective of people’s congress representatives.
