On The Study Of System Which The Constituencies Recall The Representative Of National People’s Congress

Since the 21 st century, the phenomenon of recalling people’s congress from our citizens began to appear, which cause the attention of the masses of the people.However, our country’s recall system is quite rough at present, so that the Local Standing Committees of the People’s Congress around the nation do not know how deal with such a case exactly, By analyzing partial cases according to the practice and concludes the problems exist in the running of the recall system in China. There are four problems of the recall system in practice.First, the recall system acts as a subordinate tool of removing deputies from people’s congress. Second, some voters raise a recall proposal for personal reasons. Third, the recall proposal raised from the voters must be examined by the people’s congress(NPC). Fourth, a clear operating procedure is lack. The reason why have the problem,there are four reason.First, the lack of correct understanding of the recall system in the National People’s Congress institution and voters; Second, the lack of a clear recall reason; Third, about the recall authority regulations to the standing committee is not clear; Fourth, the recall procedure is not perfect.According to the analysis above. We give the four suggestions to improve the recall system. At first, correct the recognition about recall system of voters and People’s Congress. The second, set up clear recall regulations,which clarify the authority of People’s Congress standing committee and the relevant due time in the system as well as the corresponding restrictions of raising a recall proposal by voters. After analyzing the problems, I hope that my suggestions can do help to improve our voters recall deputies system.
