Research On The Performance Issues And Countermeasures Of J City People’s Congress Representatives

With the rapid development of China’s economy and the awakening of citizens’ political consciousness and democratic consciousness,in the process of seeking material and cultural life,the people pay more attention to democracy,rule of law,fairness and justice,and the desire of citizens for political participation is becoming stronger and stronger.Whether deputies to the NPC can fully perform their duties or not is directly related to the realization of the people’s democratic rights and the superiority of the system of people’s congresses.At present,the work of deputies to the people’s congresses in some regions of the country is restricted by various reasons,and their functions are not fully played.This thesis takes the performance of the representatives of the 8th People’s Congress of J City(2017-2021)as an example,through absorbing and learning from the existing theoretical achievements of the academic circles,deeply expounds the concept of representatives,and summarizes the theoretical basis for representatives to perform their duties,so as to lay a theoretical foundation for the completion of this subject.At the same time,it analyzes the structure of the deputies to the 8th People’s Congress of J City and the performance of the deputies by means of interview,investigation,literature review and so on.This thesis sums up,summarizes and analyzes the causes of the problems arising in the performance of the duties of deputies.The main causes are the ineffective implementation of the systems generated by deputies,the ineffective guarantee for services rendered by deputies,the imperfect system for assessing the performance of deputies,the insufficiency of training for deputies to perform their duties and other reasons.By promoting the implementation of the system for election of deputies,improving the level of guarantee for services rendered by deputies,improving the environment for deputies to perform their duties,improving the system for assessing the performance of duties by deputies,enhancing the capacity of deputies to perform their duties and other measures,the external environment for deputies to perform their duties and the level of performance of duties by deputies shall be improved in an all-round way,so as to maximize the superiority of the system of the people’s congresses and the role of deputies to the people’s congresses,fully satisfy the actual expectations of the masses and safeguard the vital interests of the masses.
