Research About Countermeasure Of Grass-roots Petition Predicament: Based On The Mass Line Of CPC

Petition is referred to “letters from people” and “people visiting”.In China, the petition system, after years of development, has gradually becomean important way for CPC to understand the social condition and public opinionsdirectly and for people to express their interest demands and seek for rightrelief since it formed in the last1950s. It also played an irreplaceable rolefor party to strengthen the Party-people tie and the party-masses relationship.However, since the mid-eighties of the last century, the activities of petitionand its adverse impact have seriously affected the social harmony andstability.Grass-roots petition plays a particularly important role in the wholesystem as the first pass to solve the problem. But the work of the grass-rootspetition exists a natural complexity and variability. In recent years, themass incidents caused by the grassroots petition has increased, thespeculation phenomenon has become more and more serious. The petition systemwas seriously alienated at the grassroots level, formed a lot of difficultiesand exposed some defect of the system, which directly affects the party andthe government relationship with the people.The mass line is the lifeline of the party, it is also the basic line ofwork, both history and reality shows: it is very important to close therelationship between the party and the masses, cadres and masses which willinfluence our party and state. This paper is aimed at exploring effective waysto crack the grass-roots petition predicament with the perspective of theParty’s mass line. The construction of the petition system related to the vitalinterests of the mass, the trend of the development of relations between theparty and the masses and especially the party’s ruling foundationconsolidation and expansion. In the grim reality of grass-roots petition, wehave to admit that the operation situation of petition system largely affects the further development of the relations between the party and the masses.Therefore, we have to strengthen the study of the petition and explore somecountermeasures of grassroots predicament more necessarily. Thus reform andimprovement of the current petition system, which can expedite masses channelsand strengthen the party and the government’s close ties with the masses ofthe people.This paper theoretically analyzes the petition system and related systems,expounds the basic concept, historical evolution and system basis. Thenintroduced the operation characteristics and forms of the grassroots petitionsituation, and analyzes the causes of grass-roots petition predicament frommultiple level. Finally, it takes the mass line as the breakthrough point toexplore effective path to crack the grass-roots petition predicament, whichagrees with the specification of the petition system. Specifically，we haveto use the concept of the party’s mass line during the whole work of petition,use the mass work of the party to innovate petition, use the mechanism ofparty’s mass work to refine the channel, and take the good governance as agoal to improve the petition system and reform the related system to optimizethe operation environment.
