Community is the basic unit of social management. The research on mode of communitymanagement system has been an important subject both at home and abroad. Community inforeign countries has gone through a long history in construction with abundant experience.Subsequently, related researches and theories have been proposed, mainly including Dahl’spluralism, Hunter’s elite theory, Brown’s functionalism theory and Robert’s humanisticlocation theory, which provided sufficient beneficial references for us. Meanwhile, domesticscholars hold the idea that negative effects brought by traditional community managementhave grown to appearance increasingly and asks for such reformations as transformation ofgovernment function, desalination administrative control lings, and so on. With rapiddevelopment of urbanization in Handan city, there is an urgent need to improve urbanmanagement level and the life quality of local residents. Obviously, the traditional communitymanagement system is not capable to meet the current needs of urban development. Theshortcomings and deficiencies of the system, including too strong community administrativecontrolling, single management body, stretched government management range, weakconsciousness of residents’ participation, poor infrastructures as well as a shortage of fund oncommunity construction, have been exposed growingly to the public, which will seriouslyaffect the comprehensive development of community construction in Handan and will be hardto get used to the development of times.This article, by comparing community management models both at home and abroad aswell as analyzing current situation of community management system in Handan city, focuseson problems and reasons existed in the system so as to explore new community managementsystem suited the urban development in Handan city. What’s more, the paper, in conclusionpart, proposes specific implementation paths to adapt to the development requirements ofHandan city community management mode, of which involves such six aspects as thetransformation of government functions to enhance the development of power, the opening ofa new service channel to promote residents’ satisfaction, the strengthening of service to weaken administrative controlling, the development of social organizations to improve theservice system of community volunteer, the expansion of community scale to improve thequality of personnel and expansion of construction channels to increase special investment.The implementation of the research will undoubtfully be a large, complex project. In thefuture community practices, there is a need to combine the research with actual situation ofHandan to construct a new model of community management for a better, more beautiful andmore suitable place to live in.
