Diversification Governance In West Chou

The Western Chou Dynasty facing a very severe situation,when they defeat Yin Dynasty. Firstly the Western Chou dynasty must rule other ethnic groups, which far more than the number of themselves.Secondly, the Western Chou Dynasty’s vassal belong to different ethnic groups. There is a greater difference in economic development and cultural practices, between those groups.To solve the above problems, and to consolidate the rule of the Western Chou Dynasty.
