The period of the two Jin and Southern and Northern Dynasties was a period of great division in Chinese history.Not only was the government established and the war was frequent,but its ethnic and cultural integration also formed a distinct and distinct political culture in the region.These political cultures are in good condition.This particular historical group is very representative.From the understanding and analysis of this group,we can further understand the political characteristics of different regimes and regions at that time.Before the Wei,Jin and Southern and Northern Dynasties,from the Pre-Qin period to the Han Dynasty,with the establishment of the Great Unity Dynasty,the characteristics of good officials in successive dynasties gradually changed with the changes of political and economic characteristics from the Spring and Autumn Period to the Han Dynasty,and the evaluation criteria of good officials gradually changed from conforming to the people's time and not paying attention to the people's burden to the implementation of benevolent government and combating crime in the Han Dynasty,in order to strengthen local governance.Although good officials in this period had many characteristics,honesty did not occupy the main position.After the end of the Eastern Han Dynasty,the characteristics of good officials in the Cao Wei Period of the Three Kingdoms and the Western Jin Dynasty and the situation of the administration of officials changed greatly,and the administration of officials changed from harsh to lax.Whether Cao Wei or Western Jin Dynasty,honesty is an important factor in the evaluation of good officials.Cao Wei emphasized the rule of law and strict management of officials,forming a clean and efficient style of officials in the period of Cao Wei.Although Confucianism was practiced after the Wei Dynasty,the relaxation of official governance resulted in the luxury and corruption of officials,and integrity became the most prominent feature of good officials.In the Eastern Jin and Southern Dynasties,honesty as a good official was more obvious.The turbulence of the political environment and the financial tension made it difficult for the ruling class to implement effective official governance,and to control the greedy convergence.The official governance in the Eastern Jin and Southern Dynasties was deteriorating.The decline of officials'quality made the aristocratic bureaucracy in the Southern Dynasty gradually disintegrate.As a characteristic of good officials,honesty is more a political expression.Compared with the Northern Dynasty,from the reform of Emperor Xiaowen in the Northern Wei Dynasty to the nodal point,the official style in the Northern Wei Dynasty changed from greed and cruelty to honesty and pragmatism,to the chaos in the late Northern Wei Dynasty,and to the failure of the Northern Qi Dynasty to solve the problem of official governance in the Eastern Wei Dynasty,honesty was still the prominent feature of good officials in this period,while the Northern Zhou Dynasty in the Western Wei Dynasty achieved the governance of officials through reform,and through a group of talented local officials to fight in a unified way.Come down to the foundation.The behavior and situation of the good officials represented the style of officials in different regions during the Wei,Jin,Southern and Northern Dynasties.By comparing different styles of officials,we can realize the requirements of the southern and Northern regimes for local officials,and then understand the political and social environment faced by each regime.This is a clue that this article follows.According to the characteristics of good officials under different regimes in Wei,Jin,Southern and Northern Dynasties,this paper summarizes the phenomena that honesty became the prominent feature of good officials at that time.According to the different periods of Cao Wei,Western Jin,Eastern Jin,Southern Dynasty,Northern Wei,Northern Qi and Northern Zhou Dynasties,this paper analyses the relationship between honesty of good officials at that time and the rule of officials,and the impact of the rule of officials on the unification of the final Northern and Southern Dynasties.This paper also analyses the income situation of local officials under different regimes from a strict and broad official rule in the north and South during the Northern and Southern Dynasties,thus explaining the phenomenon of"poor in the South and rich in the north" of good officials at that time.
