Wei-Jin Southern and Northern Dynasties was coincided with the transition period of development of the three provinces, during which the Sixteen Kingdoms were affected by the Central Plains Dynasty, and also set up the three provinces system. In the formulation of the provinces, they not only imitated Han, Wei and Jin Dynasties in the Central Plains, but also learned from each other, influenced each other. And they created new official system. What they had done provided the basis of the three provinces system. Overall, the system of three provinces in Sixteen Kingdoms continuously enriched with the development of the times and national strength, Shangshu Province occupied a leading position in the provinces, Secretariat Province although had grown but not to replace the point of Shangshu Province, Menxia Province’s status also improved. But due to the Sixteen Kingdoms’ life was not long, and some kingdoms was often succumbed to the other regimes, which made they dared not set up three provinces, so provinces’ form was not completed at that time.
