"He" culture, the essence of Chinese traditional cultuie, was a kind of survival and development way, with "harmony" at the core and peace as the standard of behavior, whose extension consist of not only ideological concept, value orientation, system specification and code of conduct, but also the habits and customs, social fashion, and many other content. The wide spread of "He" culture was helpful to establish a healthy social environment, included in "Chinese Dream", and a positive national image. "Case Studies" was adopted in this research, with three dissemination elements (subject, object and dissemination medium) used in analytical framework, focus on the present governmental "He" culture transmission, then targeted evaluations were made to bring up some advice. Even though contemporary government "He" culture transmission was successful, we also want to come up with some recommendations for improvement--introduce the dissemination of public relation, pay more attention on communication object to organize more effective spread process. Firstly, the government should be more concentrated on cultural communication, mobilize non-governmental organizations. Second, the officials should make a difference between objects-to domestic public, strengthen the transmission power; to oversea audiences, create more communication chances to protect the complaint and neutral group, and decrease the violative persons. Finally, the government would treat the dissemination medium well to make good use of this transmission platform, and do well in supervision work at the same time. Although this research analyzed much materials, less social investigation used to stand our viewpoints, so we just could provide a reference to later researchers and decision-makers.
