Giant panda Sanctuary is one of the natural heritages with the global concerned ecological system and the most prominent value. Jiajin Mountains Giant Panda Sanctuary(JMGPS) is an important part of Sichuan giant panda sanctuary and is also a special type of 47 world heritages in China. It has become the academic focus on the human-land conflict between the community development and the heritage protection in the JMGPS. Based on the conflict, the paper starts with the internal origin of the imbalance of heritage conservation and community development, which is believed that the interests of community residents have not been satisfied to a certain degree.Community residents are the main group of heritage protection. In order to explore a coordinated sustainable way of heritage conservation and the development of community economy, it constructs the game model based on the stakeholder theory and game theory over the existed problems of residents’ lives. The purposes are as follows.Firstly, to ease the contradiction between heritage protection and community development, and realize the sustainable development of community economy and ecological conservation of natural heritage especially for habitat of giant panda.Secondly, to provide ideas for the community economy development of natural heritage,and improve the living level of community residents. Thirdly, to provide effective thinking for natural heritage protection and management in China, and promote the protection work of natural heritage into further development.By using questionnaire survey and logistic regression analysis method, combined with stakeholders theory and game theory, the paper selected JMGPS world natural heritage as a case to study the sustainable heritage protection and community development in the marginal zone of JMGPS. Thus, it obtained the following conclusions.(1)The economic industry structure of JMGPS was single. Residents were mainly engaged in the traditional agricultural activities, which had a strong dependence on natural resources, such as herb gathering,farming, grazing and so on. The main non-agricultural activities were being migrant workers. The residents’ consciousness of heritage protection was better, however, they lacked the cognition of the destructive effects on the heritage sites produced by their daily life and production activities, which was embodied in that they hadn’t so strong enthusiasm and initiative in heritage protection behavior.(2) The residents’ life quality should be further improved in Jiajin Mountain areas.Residents’ life satisfaction was significantly related to four factors, such as family income, work conditions, traffic conditions and education conditions.(3) The heritage protection in JMGPS was mainly affected by natural disturbance,the human disturbance and the influence of community residents for the utilization of heritage resources to maintain their livelihood.(4) The problems of heritage conservation and livelihood issues, vicious spiral utilization of heritage resources and rural infrastructure construction happened in the process of heritage conservation and community development.It was showed by Game analysis that heritage management departments should strengthen the monitoring mechanism of heritage protection, guide community residents to make sustainable use of heritage resources, actively introduce community alternative livelihood projects, and strengthen the construction of infrastructure facilities in rural areas in JMGPS.
