Game Relationship Analysis Of World Heritage Protection And The Peripheral Community

Wuyishan Scenery District is an important part of world heritage,as well as the largest domestic world heritage site at present.This article takes Wuyishan Scenery District as an example,based on Non-use value assessment of it,Participatory Rural Appraisal(PRA)was introduced to investigate truly the economic background conditions of community surrounding Wuyishan Scenic Resort,Cognitive and attitude of villagers to Wuyishan Scenery District,the status of Community residents′participation in the ecological tourism,and the influence of Wuyishan Scenic Resort on the surrounding communities.At last,the game theory of economics was Utilized to analyses the relationship between World Heritage Sites and the surrounding communities in Heritage resource protection.also,the countermeasures and suggestions of inheritance protection were proposed.The main conclusion is as follows:⑴The awareness of protection and the average WillingnessTo Pay(WTP)was analyzed by Contingent Valuation Method(CVM),and the value was calculated.multiple linear regression model between payment and socio-economic factors was establishedto analysis theprincipal socio-economic factors . The investigation result reveals,the non-use value of Wuyishan Scenery District is 8.96×109yuan per year(2008).The regression analysis result indicated that.Income,degree of love to Wuyi Mountain and awareness of the heritage protection are important factors in affecting willingness to pay.Sex,education and age factor have no significant influence to pay meaning.⑵community's economic background conditions of Wuyishan Scenery District,Cognitive and attitude of villagers to Wuyishan Scenery District,and the nfluence of Wuyishan Scenic Resort on the surrounding communities were investigated by Participatory Rural Appraisal(PRA),The investigation reveals:The economic level and main source of income vary significantly among the various villages.The proportion that villagers go out to work as a temporary labourer is generally relatively high,but the income is limited, and information source channel of working is narrow.In aspect of life energy,electricity and liquefied petroleum gas were mainly used,existing quantity of firewood can basically meet the demand.The most general difficulties in Villager's livelihood are lacking the fund, information and practical technique.②Peripheral community residents' knowledge of scenic spot is relatively high but the consciousness of inheritance protection is relatively low,and the initiative and enthusiasm of heritage protection are not high.Results of logistic regression model show that,Gender is an extremely important influence factor which affect the cognitive of villagers to Wuyishan Scenery District,while the number of household has no significant effect.The attitude of villagers to Wuyishan Scenery District directly affects its protection and development,and it is transformed to the positive direction after Wuyishan Scenic Resort joining in the World Heritage places.③The extent of residents to participate in eco-tourism is very low,and tourism′benefits is not obvious.besides,the level of community resident's technical skilslare very low.Employment opportunities tourism activities brought are limited.And the distribution of Tourism related economic income showed great unfairness.⑶Relationship between Wuyishan Scenery District and peripheral community was analyzed by Game Theory.The results showed:Without government supervision,the administration bureau of scenic spot tends to the passive countermeasure of cooperating in heritage conservation issues.In order to change this situation,it is needed that central government to establish an effective disciplinary mechanism to increase the uncooperative cost of Scenic spot administration bureau.The nash equilibrium of the new game under disciplinary mechanism was bound up with Cost of Scenic Area Administration actively implementing heritage conservation policies X1,Punishment gold of Scenic Area Administration negatively implement heritage conservation policies C,monitor cost of government K,Monitoring efficient of government P.In the absence of incentives and supervision of government,game analysis between farmers,game analysis between scenic spot administration bureau and peasant are both caught in"Prisoner's dilemma type".Based on these studies,a series of protective measures and recommendations of the World Heritage are proposed:Strengthen propagation and education,Launch the ecotourism,establish compensation mechanism and director system of inheritance resources,adjust the original economic structure and set up early warning mechanism of resources legacies′protection Using GPS and GIS.These measures and recommendations can provide theory basis for the world heritage conservation and sustainable development of Peripheral community.
