| Along with the rapid attention to the cultural heritage protection, especially the integral protection and development, our society has become more aware of the cultural heritage protection in practice. For cultural heritage, it is closely related with the activities of people in history; moreover, its communities will appear the corresponding places, which impelled the long-term coexistence relationship between indigenous people and the cultural heritage. In the process of protection; however, often it is easy to overlook the connection between them, for instance, moving heritage community out of its original residence for the sake of protect cultural heritage, which will separate their "emotional connection" and cause some other problems. As an important part of cultural heritage, heritage community should be equally protected and paid attention to. At present, protections of the heritage community of our country are on various levels; meanwhile, it places no great importance of heritage community to the protection of cultural heritage, which impels the unique position of heritage community, too. Based on the concept of heritage community development and cultural heritage protection, this paper aims at solving the "blocked community" through the process of development via analyzing the function of "community development" of protection and development of heritage community. Combined with the protection and development of Emperor Qin Shihuang Mausoleum and Village Xia He, this paper focuses on the relationship, protection, problems and reasons between them, which draws a conclusion that the function of cultural heritage should be paid more attention to in the process of protection and development of Village Xia He. Meanwhile, it also puts forward measures and suggestions to those corresponding problems, which will make both the protection of cultural heritage and its community achieve a balanced development in the regional development. |
