Nowadays most of schools manage the bullying, but the bullying is the common phenomenon in high school students. Bullying is an important event for schools, teachers and parents, in order to better address the event, studies should find the factors associated with it, this study found the relationship that the moral judgment, values and involvement of bullying behavior, and find the different connect of the different types of bullying subjects of moral judgment and values research.The objects of the study are the Middle school students, who are in the Xingtai city in Hebei province. Through filtering the classes, the students who are been chosen must finish the questionnaires, and then based on the statistical analysis of the date to find the relationship among the bullying behavior, moral judgment and values of middle school students.The results of this study indicate that: 1. Bullying is widespread, bullies and the bullied are different in grade and gender. 2. The moral judgment and bullying have a significant negative correlation and the moral judgment and bullied also have a significant negative correlation. 3. All factors of values and adolescent bullying are relevant, and some dimensions of the values have some effect on bullying. Pragmatic, human emotion is a significant negative correlation to bullying, while compliance conformity and fame achievement was significant negative correlation to bullied behavior. 4. Middle school students’ moral judgment and the factors of the values are relevant. Character self-discipline, family standard, compliance conformity, pragmatic and public interest, fame achievement, human emotion, there is a significant positive correlation to moral judgment. 5. Moral judgment and values can predict the bullying behaviors. The moral judgment is the mediating factor, and the moral judgment is the partial mediating factor of the practice and bullying behavior. Different types of bullying have obvious differences in the values, for example family-oriented and pragmatic in different types of the subjects have the significant differences, money and fame achievement and human emotion also have significant differences between the groups.
