This model exists problems in insufficient effective supply and in low efficient supply, it is difficult to meet the needs of people’s growing multi-level, dynamic spiritual and cultural, the ultimate result was that the public satisfaction is not high, the repercussion is not strong.In view of this unfavorable situation, the Chongqing’s government is trying to take measures to actively guide and support social forces participating in public cultural services, but in general, the participation effect of all kinds of social participation main body is not very ideal, the participation is obviously insufficient. The party’s Third Plenary Session of eighteen proposed promoting the modernization of national management system and management ability, build the modern system of public cultural services. It puts forward higher requirements on the public cultural service system construction and the social participation of the public cultural service system. We must redesign and rebuild the social participation mode in the modern system of public cultural services, eventually realize the equality collaboration of multiple main body of modern public cultural services, forming production and supply efficiency of public cultural services continue to improve and improve the good situation.This paper, through case analysis and empirical research methods, carries on the thorough analysis of the present situation and problem government-led social participation in the current Chongqing’s public cultural services. At the same time, the current Chongqing’s social participation mode exists many problems, such as each participation main body still don’t mix, each main body itself defects, the imperfection of the high cost of social participation and supporting policies, and so on. On the basis of fully draw lessons from foreign parts of social participation in public cultural service system model experience, obtaining reference and enlightenment on mode construction to Chongqing. Analyzing new requirements of the social participation in the system of public cultural services, finally proposed "multiple autonomous collaborative" social participation pattern for the Chongqing’s public cultural services, the practice of the pattern in a specific case. And putting forward the corresponding optimization strategy from the level of improving rule of law, the level of main body improving investment and financing mechanism innovation level, etc..
