Nowadays destroying historical buildings,especially for the protection of cultural relics unit class historical architecture events occur frequently in the construction of cities.The local governments in dealing with the relationship between urban construction and outstanding historical building protection tended to be biased towards the urban construction, resulting in a large number of outstanding historical buildings have been demolished in urban modernization. My thesis based on the historical buildings which has historical, art, social and commemorative value,and built before 1978 and not belong to heritage conservation units, taking Wuhan as an example. To find out the problems of local government in the protection of historical buildings by the actual cases.The problems such as pay attention to the economic construction and neglect the protection of historical buildings, connive the land agents develop real estates in the historical sites which cause the destruction of historical buildings,the bad living condition of historical buildings made the quality of lives of the residents lower and lower, changed historical buildings’ appearance in the protection of historical buildings, the binding effect of the departments of cultural relics and cultural relics and regulations is too week in the agons of protecting historical buildings,ignoring the protecting of indigenous people in protecting historical buildings,lay less stress on the integral protecting of historical block, ignoring the protecting of modern industrial heritages in Wuhan.
