From 1946 to 1949, Nanjing national government's control in the mainland become more and more difficult, and the economical condition come to the edge of collapse day by day. Influenced by this , the inflation in Wuhan become serious day by day, and the prices become skyrocketing. At that time, the Wuchang first cotton mill labor dispute happens intermittently, which is in a very complex condition. To deal with the labor dispute, Wuhan local government find two patterns of management according to the law .This is helpful to solve the problem. However along with the worsening of Kuomintang's mainland political power, the validity of these two sets of patterns finally vanishes negligently. This article attempts to analysis the labor dispute in Wuchang cotton mill by the history study, sociological, and the politics theory method. Full text partition outline as follows:Chapter 1: In the history of Wuchang No. 1 Cotton Mill, the three parties: the Management with dual social roles, the Trade Union under the command of the new and the old labor union, and the workers under the respective control of The Investigation Statistics Bureau of the Military Committee of the Civil Government and The Investigation Statistics Bureau of the Central Executive Committee of the Chinese Kuomintang were in severe conflict with each other in terms of their interest, which led to the fact that workers were constantly subjected to the exploitation and the dispute between the labor and the management became rather obtrusive within the mill itself. What's more, the national inflation triggered off the continuous deterioration of the workers' living. To sustain themselves, the workers had to repeatedly demand to be paid the wages which should be in proportion to the Wuhan contemporary living standard. It inevitably resulted in the dispute between the labor and the management as well. When the double disputes between the labor and the management were intertwined, it appeared to be intermittent.Chapter 2: It selects three specific cases of the dispute between the labor and the management in Wuchang No. 1 Cotton Mill, settled by Wuhan local government to illustrate that in their operation, two important management and monitoring patterns were explored, namely The Welfare Committee and The Evaluation Committee of the Labor and the Management, to mitigate the dispute temporarily.Chapter 3: Though The Welfare Committee and The Evaluation Committee, born out of the national urgent decrees, were merely expedient, they successfully provided the political arena for all parties concerned to assume the responsibility together, coordinate and compromise reciprocally. To a certain extent, they can reconcile the interest between the parties and reach temporary balance, therefore easing the tension between the labor and the management in Wuchang No. 1 Cotton Mill. However, being expedient, they are destined to be overturned under the political upheaval.
