Constitutionalists’ Understand And Spread Of Western Democracy Mode

In late Qing dynasty, an influx of Western democratic political theories into China caused a wave of researches on western democracy mode by advanced intellectuals in late Qing dynasty. From the Diplomatic Envoys of late Qing dynasty, Early Reformists, Wuxu Reformists, Constitutionalists, to Revolutionists and other transmission media, Chinese people’s understanding of western democratic politics has experienced a gradual process and reached its peak in the period of Preparation for Constitutionalism.Since the 1870 s, normalized sending of Diplomatic Envoys built up a group of officials who opened their eyes to the outside world earlier. They did on-the-spot investigations during the period of diplomacy and kept in diaries a survey of the western democratic politics. These records show their limitations in the exploration and understanding of western democratic politics. Then Early Reformists shouldered the mission of spreading Western learning. On the basis of the western democratic politics,they developed their own view of the parliamentary system and introduced the idea of constitutional monarchy to China. In the 1890 s, with the deepening of national crisis,Wuxu Reformists began to pay close attention to civil rights with the hope of saving the nation in peril. They had a deeper understanding of the parliamentary system and put forward their own hypotheses about the specific ways to realize democracy in ChinaAfter the Reform Movement of 1898,Constitutionalists gradually formed and they issued the calls for constitutional reform. Based on the basis of understanding of the west they began to consider the western democratic politics, party politics, national constitutional theory of western and national constitutional model and voiced their own views. Through the establishment of newspapers and periodicals, books and holding a rally, speeches, each letter, Constitutionalists pushed Qing Dynasty and received a good effect, which has a great political influence. The thought of western democratic political has been widely spread. in the period of Preparation for Constitutionalism,Constitutionalists got the opportunity of participating in the practice through establishingthe Advisory Court and the local bureau of consultations. Constitutionalists put forward the legislative reform ideas and thoughts of local autonomy, which promoted the modernization of law in the late Qing Dynasty and the development of local autonomy.Before the outbreak of the Wuchang Uprising, the inaction of Qing government pushed the Constitutionalists to take a revolution. Constitutionalists began to cooperate with the Revolutionaries, which led to the revolution of the upsurge of the situation objectively.After the establishment of the Republic of China, Constitutionalists began to actively participate in the establishment of parliament, which promoted the development of democratic politics in the early.
