| Early years of the republic of China, The whole territory of Qinghai had belonged to Gansu province, it was inhabited by the Han, the Mongolian and Tibetan and many other nationalities,and this was a multi-ethnic areas. In 1912 September, the Central Government appointed MaQi,the Gansu powerful figure, as Xining Zhen Zong Bing.Since then, Qinghai began to enter the Ma warlords ruling period which from Ma Qi, Ma Lin to Ma Bufang.In Ma Qi and Ma Lin’s reign, there was an important aides and staff Li Dan. Li Dan was the core of policymakers separatist warlords in Qinghai Ma Qi forces. At the same time, he had made the contribution to the development and management of Qinghai. also he had implemented some worth commendable initiatives.Because of Li Dan’s meticulous planning and decision making, Ma Qi won high reputation in politics. In 1914, he obtain the initiative to Yushu border dispute issues. In1915, in the counties of Xining area he banned opium, and switched to plant crops. In1919, he took a correct stand on the division the inside and outside of Tibet issue, send the famous telegram to Beiyang Government against Tibet division, and send Zhu Xiu as representative to Tibet. In 1924, he put forward many systemically suggestions on the development of Qinghai.
