A Translation Report On Regulations Of Heilongjiang Province On Tourism

China has joined WTO formally and held a wide range of international activities such as Beijing Olympic Games, Shanghai Expo, Guangzhou Asian Games since entering the new century. More and more foreign tourists and enterprises come to China to tour and invest tourism, which promote the rapid development of tourism industry in China. The international and professional requirements for the related laws and regulations are increasing.However, the formulation of local tourism laws and regulations in English lags behind, which often causes the losses of foreign tourists and enterprises. Therefore, the English translation text quality of related laws and regulations is not only related to the rights and obligations of foreign tourists and investors, the understanding and obeying guidelines, policies and regulations of tourism, but also related to supervision and management for tourism industry.This is a translation report based on translating Regulations of Heilongjiang Province on Tourism. The report consists of four parts. In the first part, it is a brief introduction to translation task, source text and specific requirement of authorized task. In the second part, the author reviews the whole translation process of this translation task including the stage of preparation before translation and translating stage. Then, the text analysis theory and cases analysis are the key part of this translation report. The text type theory of Katharina Reiss and the text analysis theory of Christiane Nord of functionalism school and the cases analysis are introduced. Based on the text type theory and the text analysis theory in the process of translation, Regulations of Heilongjiang Province on Tourism is analyzed and researched. The text is a mixture of informative text and vocative text. The main purpose and function of the text are to provide information and to regulate the readers’ behavior. Combining with the language features and translation principles of laws and regulations, the author analyses the external and internal factors which influence the translation practice in detail with specific translation case to analyze and discuss the translation techniques and skills and to solve the problems encountered in the translation. The last part is the summary of the translation practice. The professional qualities of laws and regulations translators are mainly discussed in this part, with the problems encountered in this translation practice and the enlightenment. It is hoped that the translation of this text can provide some reference for the related local tourism laws and regulations translation research and practice.
