The National Government’s Political Reception And The Punishment Of Traitors In Qingdao After War Of Resistance Against Japan(1945-1948)

After War of Resistance Against Japan, the National Government first confronted the problem of receiving the occupied areas, so as to establish the legitimacy of power across the country. In eight years of the war, the Communist Party of China’s power increased constantly, widely established base areas in the northern rural of China, also largely developing military strength.In the face of the threat from the Communist Party of China, in National Government which was far as Chongqing had to use puppet army and American strength’s help to receive, opening the prelude of receiving of Qingdao.After receiving Qingdao, Li Xianliang became Qingdao’s mayor, hence set up Reception Committee as a unified organization. But reception became every groups’ battlefield of striving for territory and materials, after three or four rounds reception, many cities became chaotic. In Qingdao, the City Party headed by Ge Tan became enemies with the municipal government headed by Li Xianliang, two groups constantly inserted reception personnels to control municipal administration, rob supplies, resulting contradiction intensified. After the establishment of Supported Puppet Industry Bureau, did not reverse chaotic, all companies and factories in the ranks of Executive Yuan Council, exacerbated the contradictions of the National Government. After receiving Qingdao, refugees swarming, unemployment problem series, prices raised, people’s lives in strained circumstances. May 5,1946, The National Government established "Receiving Supported Puppet Supplies Inventory Group". Citizens had high hopes to inventory group, but because of powerful people involved reception, inventory group only eliminated a few flies, did not involve "tiger". Inventory work failed, The National Government lost the last chance to save people’s heart.After Japanese surrendered, Jiang Jieshi used puppet armies and the traitors to assist reception, The Spy System Organized by Military Committee instigated against some puppet armies and traitors in wartime, which made The National Government did not punish the traitors from the true sense. As the National Government’s dominion was on the right track, the traitors gradually losed value. Daili’s death also made many big traitors lose shelters, and the consensus pressures from the Communist Party of China, the National Government enacted the law against rape. At the same time, in occupied areas, the National Government also selected the teachers and the students, enlarging the rape scope, which caused strong dissatisfaction of the teachers and students in Qingdao. The Communist Party of China toke this opportunity to penetrate into student’s organization, Qingdao Campaign against Selections gradually became a huge student movement, brought great pressures to the authorities and finally made concessions.Before receiving, the City Party’s leader Ge Tan, who fall out with Li Xianliang, using the population booms developed the rape. In this paper, using the traitor Ding Jingchen’s case which was farmous in Qingdao and Jinan as an example, explored the National Government’s implementation in the trial of traitors and the specific operation. Ge Tan hoped to use the case fell down Li Xianliang, launched the game again, legal fractions in rape trails made faction battle possible, resulting the conflict between party and government fully erupted. Under multilateral mediation, Ding Jingchen eventually had a light sentence, escaped from trussing up prisoners in the form of medical paroleThroughout the rape of the National Government, although there were many cases of litigation, but the cases which were in the trials or executed suffered a sharp decline. Under the condition of judicial weak and political interferences, low possibility of traitors’ cases were executed, the traitors in prison also lived in omfortable lifes which were different with ordinary prisoners, the rape actually was a political show. The rape attacked too large aspects, affected the normal life of ordinary people, so that all walks of life expressed dissatisfaction.Although the National Government in receiving "striked first to gain the initiactive", but in the rape suffered "heteronomy". The early advantage of reception had also been corrupted by political, factional struggle, the contradictions in the rape was becoming a full-blown.
