A Study On Qingdao Relief House During The Period Of Nanjing National Government(1929-1937)

Since the opening of the port,Qingdao has been blackmailed by colonialism and began to d evelop into a modern city,and charity relief has also begun,and from the beginning,it has s hown the characteristics of taking the official force as the main force and attaching importance to t he participation of non-governmental forces.Although the middle fell into a trough during the first Japanese occupation,after the Nanjing National Government took over Qingdao,the charity r elief cause in Qingdao came back to life,and according to the "rules of Local Relief Houses" of the Ministry of the Interior,reorganization and integration of the original nursery,training cent er and Jiliang Institute and other charitable relief organizations to establish Qingdao Relief House.Although the reorganization and integration process twists and turns,but under the vigorous pro motion of the Qingdao Municipal Government,after more than two years of preparation,Qing dao Relief House was finally established and began to operate in 1931.As a new social security organization organized by Qingdao Municipal Government,Qingd ao Relief House has a more reasonable organizational structure,more modern management pow er operation,specific affairs implementation,personnel and funds management,and more ex tensive and diverse sources of funds.the relief content is also very rich.Therefore,Qingdao Reli ef House has played a great role in helping vulnerable groups,stabilizing social order and ensuri ng social stability.More importantly,the relief concept of "education and practice" embodied in the operation of Qingdao Relief House fully shows the modern development level of Qingdao Reli ef House as a new charity relief organization.Although the sources of funds are diverse,but limited to the level of economic developmen t and the situation of frequent natural and man-made disasters at that time,the lack of funds has been perplexing Qingdao Relief House since its inception,which has become a key factor restric ting the development of Qingdao Relief House,resulting in the relief function of Qingdao Relief House can not be brought into full play.
