| In today’s China, society and economics have been developing in a high speed.Against this background, as their material needs have been met, residents in urban areascommence pursuing for spiritual and cultural life. However, it cannot be ignored that thescale and population of cities have also been increasing, thanks to the speed-up ofurbanization. Therefore, a government needs to constantly maintain the balance ofexpenditure among economic development, infrastructure construction, people’slivelihood development and cultural investment. In light of this, it leads to the problemhow to meet the ever increasing needs of cultural life by citizens as well as to providepublic cultural service with good quality and hospitality, which is faced by governmentsof various levels at the present stage, in the process of establishment of public servicemechanism.In this paper, the present situation of the public cultural service system in PanyuDistrict of Guangzhou is described on the base of collected data and questionnaires.Moreover, through an analysis of the main problems within that system, feasiblesuggestions as to system optimization are also provided. As Panyu is among those urbanareas first implemented the policy of Reform and Opening up, it is typical in terms ofeconomic development and urbanization. A research on its mechanism of public service,therefore, may provide some experience and lessons for other similar urban areas. Inparticular, the analysis will be focused on the following aspects of the system in theDistrict, i.e. service provider, safeguarding mechanism of investment, supporting policy,source allocation and social participation. In light of this, it is submitted thatgovernments should pay much attention to the citizen’s need of public cultural service,introduce the idea of ’creating cultural brand’, promote the public service, andharmonize the supply-demand relationship. |
