Culture in economic activity location and their relationship with the environment plays a very important role. The restricted development zone in Ningxia region of the hui ethnic minority in China, for a long time, the main life with two back to the han nationality, the two ethnic groups in the traditional thoughts and values, etc. There are big differences, thus formed their own behavior, and finally affects the development of the areas. In this study, on the basis of relevant literature and field survey research, comparative analysis the hui and han Chinese culture and its influence on the development of the areas, to study the effect of back to the han culture influence regional development mechanism. The main content of this study are as follows:First of all, by collecting and reading relevant literature, works and research reports such as information, understand the existing relevant research results and development trends, to grasp the cultural factors and the role of regional development path, a comprehensive understanding of the hui and the han nationality culture. Second, through field visits to understand the development of rural, farmer’s production and living condition, value idea and the local back to the han culture characteristics, enhance the knowledge of the system back to the han culture in the study area, and connecting with the interview method to explore the national mentality, back to the han culture’s influence on the regional development for research provides the basis. Further, the integrated use of factor analysis, regression analysis and other quantitative methods, to back to the han culture and its effect on regional development were analyzed, and the discussion back to the han culture influence the inner mechanism of the regional development, exploring in the hui culture promote and hinder the development of local factors. Finally, put forward how to effectively play to the advantages and some Suggestions for optimization of the hui culture, so as to provide reference for rural development restricted development zone in ningxia.The restricted development zone in Ningxia back to the han culture is mainly based on their consumption behavior, the influence of production behavior, and the influence of the population is affected by education degree and the working range, the influence of cultural concept, etc, in turn, influence the development of the whole area, and different national culture, the different factors affecting the effect of regional development.Through to the back to the han cultural concept study found that (1) different regions of different nationalities, the differences between cultural concept, and thus affect the level of local economic factors are different in the cultural concept; different regions of the same nationality, its cultural concept also have differences, which affect local economic factors on different levels of cultural concept.
