Huo Tao(1487-1540), one name of him being Weixian, named himself Wuya at the first time, later Weiya, who was born in the Nanhai County, Guangdong Province in the Ming Dynasty (Recently has been a part of the Foshan City, Guangdong Province). People called him "Teacher Weiya" mostly, as he was known as a knowledgeable person.As Huo Tao was one of upper class in the Ming Dynasty, who was been entered politics almost 30 years and had participated in The Ritual, he has actively promoting The Jia-jing Revolution which has profound influence in the Mid-Ming Dynasty. Furthermore, in his politics life, Huo Tao has shaped a series of thoughts of bureaucracy involving political system, economy and financial condition, social life, military affairs, border crisis, nationalities, etc, especially his thoughts of bureaucracy attracted the most attention. Most of his politics thoughts has been included in one of his writings The Collected Works of Weiya, especially his thoughts of bureaucracy attracting the most attention. The so-called bureaucracy in this paper, is the matter that how to manage officials and the matter was one of the most concerning matter of Huo Tao. He intensively explained plenty of his thoughts of bureaucracy in this book, which is contained with his profound discussions and unique views on bureaucracy, is full of his thought essence.The following conclusion has been founded which was proved by the study. Firstly, Huo Tao was regard "Propriety" as a kind of reference point and standard of conduct, and put it into practice, this approach intensively reflecting how deeply Confucianism penetrated in his thought. At the second place, how his thoughts of bureaucracy shaped was contacted with "Redundant Official", which had been shaped before the Mid-Ming Dynasty, and was contacted with the financial and economic situation.And the following point is, Huo Tao connected the matter of bureaucracy to social phenomenon, and thought that the tendency of bureaucracy would have profound influence to other aspects of society. Lastly, Huo Tao put his thoughts of bureaucracy, which was come up with in his political life, into practice, and the approach is where his political wisdom exists.There are six parts of the paper. Four chapters are concluded in it besides "The Introduction" and "The conclusion". The part of "The Introduction" summaries overviews of academia recently about Huo Tao and other aspects about him. Chapter One introduces Huo Tao’s life and the background of times in his lifetime; Chapter Two states his thoughts of official education; The following Chapter Three studies the thought of selection, position distribution, promotion, transformation, evolution and rewards and punishment of officials. Chapter Four makes evolution of those thoughts above of Huo Tao. "The Conclusion"sums up the main idea in the paper. And the part of "Appendix" is concluded with some documents related to this paper, in order that readers would read them as references.This paper makes The Collected Works of Weiya as the main range, discusses the feature of Huo Tao’s bureaucracy thoughts and the relationship of bureaucracy and politic situation of the Ming Dynasty, so that the achievements would be a kind of reference to later study.
