The Gulag forced labor system is an extremely important political and economic phenomenon during the Stalin era, this dissertation focuses on the establishment and development of the Gulag forced labor system from 1929 to 1953. As making a description of the forced labor system, this dissertation also pays attention to the relationship between the Gulag forced labor system and the Soviet Planned Economy.Besides exordium and epilogue, there are four chapters in this dissertation.The first chapter mainly talks about the development of the penal systems of the USSR before 1929, and its influence on the whole Gulag forced labor system, at the same time this chapter makes a description of the early forced labor camp-Solovki forced labor camp.The second chapter is the main part of the dissertation, it discusses the process that the Gulag forced labor system was included in the Soviet Planned Economy, and the organization, structure of the system. Meanwhile it introduces three types of the Gulag forced labor system-Corrective-labor camps, Corrective-labor colonies, Special settlements, then compares the three types.The third chapter discusses the development of the Gulag forced labor system during the "the Great Terror", and influence of the "the Great Terror" on the regulatory regime and economic results of the Gulag forced labor system.On the base of the timeline of the Great Patriotic War, the forth chapter is divided into three periods, the chapter introduces the development and changes of the Gulag forced labor system, in this part Beria’s reforms and’Great Construction Projects of Communism’ are the important subjects what I talked about.By analyzing the relationship between the Gulag forced labor system and the Soviet Planned Economy, it figures out:First, the Soviet Planned Economy was the essential prerequisite of the foundation of the Gulag forced labor system.Second, the Gulag’s management regimes demonstrated the pattern of the Planned Economy.Third, the Gulag forced labor system also reflected the active and negative effection of the Soviet Planned Economy.But as an economic system led by the state repressive organs and the main part of the system are the forced labor prisoners. The Gulag forced labor system shared many differences with the normal planned economies.First, the Gulag forced labor system was tightly connected with the political situation of the country, essentially the system was the expansion and extension of the national functions.Second, under the Gulag forced labor system, the degree of the labor strength and the exploitation was more intense than the other normal enterprises.Last, the Gulag forced labor system owns a high quality of stealthiness.Because of the above characteristics, under the Soviet Planned Economy the Gulag forced labor system played a unique role.
