Study On The Official Gazettes Published By The Ministry Of Internal Affairs Of Beiyang Government(1912-1928)

As an official publication of the Beiyang government,the “Government Gazette” was first published on May 1,1912,and ceased in June 1928.It published so many decrees,notices,public telegraph and so on,which provided valuable historical documents to research the political,economic and social conditions in the period of Beiyang government.At the same time,the Ministry of Internal Affairs was an important department of the government,whose institutional setup and authority has also undergone obvious changes.Based on the relevant contents of the Ministry of Internal Affairs in the Government Gazette,the article seeks to research the official system and powers of the Ministry of the Ministry of Internal Affairs.And taking the Yuan Shikai’s period of imperialism as an example,it also examines the status and role of the Ministry of Internal Affairs in balancing the contents of the journal and in the actual political operation,and analyzes the vicissitudes of political culture behind them.The article primarily includes four parts.Among them,the first part mainly discusses the founding history of the official newspaper and the establishment of the government bulletins in the early period of the Republic of China.This section briefly traces the history of the official newspaper,including the establishment,contents,and publication of the most representative Interim Government Gazette and the Interim Bulletin.Afterwards,the cases of the Government Gazette was discussed in more detail.The second part mainly discusses the contents related with the Ministry of Internal Affairs in the Government Gazette and classifies them.Furthermore,it teases the historical evolution of official system of the Ministry of Internal Affairs detailedly and longitudinally.The third part briefly analyzes the relationship between the Government Gazette of the Ministry of Internal Affairs and current political situation.Based on the background of Yuan Shikai’s period of imperialism,this section examines the status and role of the Ministry of Internal Affairs in actual political operation during the period in accordance with the relevant contents of the Ministry of the Interior published in the Government Gazette.The conclusion part at the same time summarizes the full text also attempts to analyze the changes of political culture reflected in the Government Gazette of the Ministry of Internal Affairs.
