In the fourth meeting of NPC, the draft of the Twelfth Five-year Plan for National Economic andSocial Development of Henan Province (2011-2015) has been handed over to the NPC delegates to bereviewed. Building Central Plains Economic Zone was written into this plan formally. This marks that ithas been upgraded to a national strategy. The future of this area is promising. Then, how to make the worldknow this inner land of China and how to attract the foreign investment have become the problems urgentlyto be solved. The priority of this work is to introduce Henan through translation. The material comes fromthe report on the work of the Henan government. The content can make the foreign countries know thesituations and the developing directions of Henan Province and brings about more opportunities for itsdevelopment. At the same time, the problems and difficulties we met in the translation help us tosummarize different ways to solve such difficulties. And the theories we used in this practical translationprovide a chance to communicate and learn.The study of the report on the work of the government is not so much in China. The scope of the studyis wide but not in detail. Some reports only summarize the translation of the special words, expressions orsentences without making a conclusion about these language phenomenons or exploring the ways to solvethese problems. This paper makes a summary of the difficulties in this material, like the most common usedexpressions and sentence patterns in Chinese. Through solving these problems, we can summarize thestrategies we used in the whole translation. And we at last find out the proper theory in such translation.Nida thinks that the process of translation includes several phases: analysis, transfer and reconstruct, whichmeans we should first analyze the information in the source text, dissect them into the clearest forms, thentransfer them into another language, and at last reconstruct to turn to another language. These phases arecontained in the whole process of the translation. When dealing difficulties, the strategy we use mostcommon is literal translation, which is word for word, sentence for sentence translation. However, inChinese, there are many short sentences in a very clean and ordered form. In the literal translation, we maynot pay much attention to their forms sometimes. In this condition, we choose to focus on its meaningrather than its form. The strategy we use embodies the theory put forward by Nida: functional equivalence. After the summary and the reflection, we find such text belongs to the informative text, but also shows itsown characteristics, like its preciseness and its orderly formed structure. In the near future, if met such texts,we can deal with them easier and improve our efficiency.
