This paper builds an index system of evaluation of basic public cultural services with four levels, in order to measure the level of basic public cultural service equalization in the western region, coming to a conclusion that the level of non-equalization in the west is high.Then, with "three circle theory" tool frame, mainly from three aspects—the "implementing ability","public value" and " getatable support" of the equalization strategy, it analyzes the reasons for non-equalization in basic public cultural service in the western region. And from the three aspects it proposes responses to strengthening the feasibility of the equalization strategy. The analysis of the article spreads out as logistic masterstroke with "introduce, analyse and solve problems", thereinto, it uses analysis tool named "three circle theory" to analyse and solve problems.I think we need to clarify existing correlative research results befor analysing specific problems. Review of literatures in this paper is did from three aspects:equal access to basic public service, equalization of basic public cultural services, and "three circle theory", respectively from the foreign range and domestic range one on each side; and finally, the research results of the three aspects are simply reviewed. Then, in order to discuss further, the concept of "basic public cultural service" and "equal access to basic public cultural service " are simply defined, and theories about "three circle theory","the new public service"," governance theory " and "cultural ecology" are briefly introduced.If we want to probe into the actual issue, we have to primarily realize the physical truth. For using specific data to measure makes more intuitive and clear, so I established the index system of evaluation with four levels, based on previous research achievement and securable data information. The measurement of the degree of (not) equal access to basic public cultural service in the western region is performed from two aspects:differences in all provinces, and discrepancies between urban and rural areas, calculating,"coefficient of equalization" and "ratio", after substituting data into the index system.Having the aid of the tool frame of the "three circle theory", explain the high degree of non-equalization, and analyse reasons for the restriction on the strategy of equalization of basic public cultural service in the western region, in "risk project"area,"I have a dream" area,"dream project" area and "Nike area". Then, from three dimensions:"ability circle"(the public finances and the market mechanism),"value circle"(justice, freedom and national cultural security) and "support circle"(civil society), it proves the feasibility of the equalization strategy it has, and that the feasibility is growing.How to strengthen the feasibility of the equalization strategy of basic public cultural services in the western region? We will cognize this problem from three aspects within "three circle theory" yet:give priority to expanding the "ability circle"(financial system, the action framework of the equalization, resource integration, market entity, regional cooperation), and also expand the "value circle"(theory and empirical support, cultural ecological balance) and "support circle "(demand expression—feedback mechanism, civil society development). All of this can expand the "Nike area".Because that many of the measures were related to more than one circle, so we have to comprehensivly discuss from multiple dimensions.In this paper, a simple synthetical review will be done of the domestic academic papers on the "three circle theory" from2005to March in this year. Set up an level4index system of evaluation; and using this system, measure the degree of non—equalization of the basic public cultural service in the western region for the first time. And with analysis tools named "three circle theory", in a new field of view, we’ll survey the equalization strategy of basic public cultural services in the western region and find the solutions to the existing problems once again. I hope that all of these can make a little bit of tribute to the related researches, and it will be my pleasure.
