In the21st century, the pharmaceuticalmarket persist a series of hazard events such as "houttuynia cordata event","poisoncapsule event" and so on, now how to solve the problems of drug safety effectivelybecome the top problem which troubled people.This paper is divided into four parts: The first part which define meanings fordrugs and drug safety problems scientifically, in order to separate the particularity ofthe adverse drug reaction that which cannot be covered by drug safety issues, so therewill be more rigorous for the discussion of the text; The second part analyze thepresent situation of drug safety issues, the issue is a breakthrough point whichinvolves medicine enterprises, government and consumers, at last analysis the reasonsfor this problem and the essence; The third section introduced the necessity andfeasibility of institutional ethics, it is based on the analysis of the cause and theessence of the problem. The necessity of the institutional ethics mainly from theaspects of market, government and legal limitation of these three reasoning, with onlythe power of these three to solve the drug safety issues fundamentally is impossible.We demonstrate the feasibility of the system from the basic function of theinstitutional ethics, the function of system ethics is constraint, forced or guide thesystem main body and the system itself and the restriction of individual andorganizational which under the system to form consciously abide by the systemconcepts. Secondly, the system’s coordination function can not only coordinate therelationship of systems, but also can coordinate the relationship of the concrete system,this function can make drug safety system of various elements in the state ofequilibrium; Again, the system innovation function can make drug safety system tokeep pace with the demands of the specific history. The fourth section proposes the solution of the drug safety problem from the perspective of institutional ethics. Firstof all, from system design ethic, solve the problem which is the core value orientationbetween justice and fair. On the basis of the relevant laws and regulations, strengthenthe supervision of the government function, tries to construct a safety system which iscomprehensive and scientific. Secondly, from the system operation of ethics, throughthe system management ethics and system realization ethical analysis, perfect thesystem evaluation feedback mechanism and ensure the smooth running of the system.In the end, balance the effect of drug safety system in government and medicineenterprises and consumers through the establishment of drug safety ethics reviewcommittee and finally make drug safety system as to the state of equilibrium.
