Research On Public Cultural Service Provision Of Urban Migrant Population

Urban migrant population refers to the population registered in other provinces and cities who live in the city for more than half a year but whose residence is inconsistent with the registered place of household registration.The influx of urban migrants into the city has brought a large number of labor force,which is conducive to balancing the age structure of the city,stimulating consumption and promoting economic growth,but it also increases the pressure on the supply of urban public services.This paper studies the public cultural services provided by cities to foreign population in order to protect the public cultural rights of urban migrants,enhance their sense of belonging,enhance their willingness to live,and strengthen cultural integration,so as to promote social stability and development.As a strategic project to enhance the soft power of national culture and guarantee the people's livelihood of culture,public cultural services have been highly valued by the state and local governments.In December 2016,the Law of the People's Republic of China on the Guarantee of Public Cultural Services was promulgated,proposing that public cultural services should be developed in accordance with the requirements of public welfare,fundamentality,equality and convenience.Provinces,municipalities and regions have also issued standards and norms for public cultural services,and the construction of public cultural services has policy support and legal protection.The object of public cultural service mostly depends on the place of residence.Therefore,the urban migrants should enjoy equal rights of public cultural service with the urban residents.This paper designs a questionnaire on the public cultural needs of urban migrants.Through questionnaire survey and statistical analysis software,this paper analyses the results of the survey,and draws some conclusions about the problems existing in the provision of public cultural services for urban migrants,including: the low awareness rate of urban public cultural facilities among migrants,the mismatch between the content of public cultural services and the demand and supply of urban migrants' public cultural needs,and the unsmooth access to cultural information.And the phenomenon of unequal provision of public cultural services.In view of the problems arising from the investigation and analysis,this paper uses the customer-oriented,competition-oriented,result-oriented and public organization reengineering principles of seamless government theory as the theoretical basis,and puts forward three countermeasures: first,the provision of public cultural services under the "customer-oriented" principle,and each provider should conduct a survey on the demand of public cultural services for urban outsiders;And provide public cultural services according to their needs;secondly,the diversification of public cultural service providers under the "competition-oriented" model promotes the socialized supply of public cultural services while giving full play to the main role of the participation of urban migrants;thirdly,the cultural integration under the "result-oriented" model should not only pay attention to the publicity of cultural information,but also to the public documents of urban migrants.Through the service satisfaction survey,we can achieve the best results of paying attention to cultural equity and promoting cultural integration.
