However, the work actual effect of the review is not satisfactory. The overall level remains to be improved. There are two reasons could be explained. One is that, the cooperation and synergism between government regulators, bid organizations, research institutions, ethical review organizations with subjects is not form. Furthermore, the research of inner link and unified mechanism between these two is insufficient. This requires that implementation effect need to be realized on the ethics review in the biomedical research.
