With the improvement of people’s living standards and as national basic medical insurance gradually achieved full coverage, the demand for high quality health care services is increasing. So those large public medical institutions who have high quality medical resources became most patients’ first choice, this also caused patients, regardless of have big disease or small disease, always choose to see the doctor in large medical institutions in large cities, which makes large medical institutions full every day and it is quite difficult to see the specialist. Those community health service centers who should take the responsibility of chronic diseases control and the common treatment are always empty, which also increased the difficulties of seeing the doctors. Therefore, the health-care reform put the focus on the integration of medical resources and the reform of medical institutions. The Regional Medical Association construction and doctor multi-sited registration, which become the hot spots in recent years, are continuous improved and implemented in our country.This dissertation, which is based on the analysis of a large number of literature, the trend of health care policy reform, the human resource theory, the experience of doctor multi-sited registration implementation abroad and the problem of doctor multi-sited registration implementation in our country, analyzes the feasibility and influencing factors of the implementation of doctor multi-sited registration and discusses its management difficulties. This dissertation also works on the hot spots in health care policy reform(The Regional Medical Association), it analyzes the domestic and abroad utilization of health care resources to find the necessity of medical resources integration and the feasibility of the Regional Medical Association construction. In addition, the dissertation is using incentive theory and case studies to show how the Regional Medical Association construction solved the problems of stakeholders’ interests damage during the doctor multi-sited registration implementation, and discuss the strategies to implement the doctor multi-sited registration in the Regional Medical Association.
