This study proposed by finding out the current situation of China’s doctor multi-sited practiced in Chengdu. To analyzes the problems in this policy execution and the reasons of executive deviation. According to the above analyses, proposing the countermeasures and suggestions to eliminate or slow the resistance faced in the policy execution, providing theoretical basis support to execute doctor multi-sited practiced policy effectively.This study adopts literature analysis, questionnaire and interview analysis. We select the doctors and patients from the municipal levels of hospitals in Shuangliu to fill out the questionnaire about the awareness of the policy. In addition to the surveys, the interviewees includes the managers of hospitals and the staffs of administrative department.The results are following: most of the patients and doctors are unfamiliar with the policy. The hospital level is the key of choosing hospital of the patients when they need to see a doctor. A few doctors are satisfied with the current income, but most doctors don’t hope to increase income through multi-sited practice. Most doctor don’t want to multi-sited practice because of medical disputes and their own development. The doctors who want to multi-sited practice preferred the second site for private hospitals. Considering the destruction of the continuity in staff management, the increase of the medical risk and the loss of patients, hospital manager don’t want the staff to multi-sited practice.The problems in doctor multi-sited practice policy execution: lack of policy propaganda and not comprehensive of policy execution in hospital; the doctors take wait-and-see attitude and disguised execute the policy; lack of the measure to monitor the policy execution. The cause of deviation: this policy is lack of legal support and supporting system. Thinking in terms of interest of theirselves, hospital managers object to execute the policy. Thinking in terms of self-development, the doctors worry about the reduce of the medical quality and medical safety. The patients don’t support the policy.Conclusion: improving the legal system to ensure of the legality of the policy; intensifying the policy execution in Health Administrative Departments; deepening the reform of health personnel system to define the clear identity of doctors; strengthen the primary health care system and the standardization of medical institutions; giving more positive in publicity.
