Application Research On PPP In Health Service Industry In China

With the rapid development of China’s economy, the awakening of public health consciousness and the intensification of the aging population, consumers’ demand of health services has been growing. In China, the development funding of the health services industry mainly comes from government funds, but with the economic downturn faced by governments at all levels, revenue growth slowed and the government debt problems got worse. The PPP model can not only ease the pressure on government finances and widen social capital investment channels, but can also effectively improve the efficiency of the supply of healthcare services industry, as well as boost the health care system.This article firstly summarizes and makes the comparison of the development of PPP model in the United Kingdom, Canada and the United States, observes differences between the PPP model in domestic and foreign medical application projects,in order to promote PPP model in Chinese medical industry, particularly for public hospitals applications. Then, this paper sets Rudong County Chinese Medicine Hospital Medical PPP project as example, analyzes the results and the defects the project, and makes qualitative analysis of the Chinese medical PPP projects. Finally, this paper proposes suggestions for some of the problems found in the case to help both the government and the social capital to achieve better cooperation, in order to enhance the efficiency and quality of medical supply public goods and services, thereby contribute to the development of health services industry. This article also provides an explanation of the limitations and shortcomings of the research in the case study.
