China has promulgated a number of policy documents since 2011 to point out that the number of family doctors in our country is short and the competence is poor, it plans to form a unified and standardized service and training mode for family doctor, also it emphasizes the importance of the competence of family doctor. In order to carry out the national health policy, and effectively promote the development of family doctor service system in China, the problem of family doctor’s competence has become a hot topic in the field of academic and medical care. Because of this, this paper attempts to construct the competency model of family doctor for Q district in Shanghai, and to put forward the corresponding suggestions to the family doctor training course system.In this paper, firstly use the methods of behavior event interview, functional analysis, literature review to put forward the hypothesis of family doctor’s competency model and the questionnaire, then select the family doctor for Q district in Shanghai as the investigation sample, using the Likert five scale to investigate the importance of the competence of the item. Through the factor analysis of 250 valid survey data to test and modify the hypothesis model.Using exploratory factor analysis to modify the model, eliminate 4 low contribution index from the 30 index of the hypothesis model, then extract 4 factors such as "non-medical skills", "personality", "universal medical technology" and "targeted medical technology",as well as 26 level two indexes. Secondly, the model is tested by confirmatory factor analysis, by using standardized path analysis to identify the non-medical skills, personal characteristics of the impact is very important. The sense of responsibility, organization and coordination ability and empathy are the most important competence characteristics for family doctor’s work.Based on the competency model of family doctor, design questionnaire to survey the competency level of family doctors in Q District. According to the influence of the competence indicators to design training curriculum system for family doctors, the contents, importance and urgency of the courses are discussed.
