China issued a new medical reform policies, the reform of public hospitals to become an integral part of the new health care reform. Among them, for how to build a public hospital doctors the incentive system, and other aspects of how the mechanism to compensate public hospitals is the highlight of the health care reform. On part of the public hospital, the doctors occupies an irreplaceable position, is the most central part of the public hospitals. Similarly, the health care reform, doctors also play a huge role. The introduction of new medical reform, requiring public hospitals reforms to completely break the existing pattern, the establishment of a new physician incentive model, thus improving the degree of enthusiasm and physician practitioner engagement, while public hospitals even further the implementation of this welfare a purpose, these issues need to be further studied.This paper introduces the concept that public hospitals and public hospitals, health care reform, motivation and incentives. In this paper, after analyzing the relevant theories, including institutional evolution theory, human capital theory, two factor theory, stakeholder theory. Based on these concepts and theories above, the status of this article referred to a public hospital doctors in Tianjin introduce incentives, including three aspects, namely reform of the hospital, the impact of the new medical reform the running of hospitals and the new health care reform hospital doctors affected. Among them, the analysis of the situation from the reform requirements, objectives and key elements of reform; the operational aspects affect hospitals, in terms of obtaining results and impact analysis; the impact of hospital doctors, doctors from the assessment, treatment Doctor, Doctor education and training other aspects of the analysis. Thereafter, the paper analyzes the public hospital incentive problems and its influencing factors, and to address these issues put forward relevant suggestions and countermeasures, mainly from the government, the hospital’s own doctors themselves and the related systems analysis.
