BackgroundThere are many countries and regions have established a national injury surveillance system. Collection of high-quality information through injury surveillance system is the basis of prevention and control of injuries, and it is an important public health approach. Global injury surveillance system mainly based on hospital emergency room, including the National Electronic Injury Surveillance System in America(NEISS), Canadian Hospitals Injury Reporting and Prevention Program (CHIRPP), Australia’s injury surveillance system (VISS) and the British Home and Leisure Injury Surveillance System (HASS/LASS).National injury surveillance system is based on hospital-based passive surveillance, injury cases collected by sentinel hospital outpatient and emergency room visits, and can reflect the outpatient/emergency department visits the basic situation and trends of injury cases. In January 2006, injury surveillance worked in the country 36 provinces, municipalities, autonomous regions, municipalities and cities and other 43 counties (cities, districts), a total of 129 hospitals (now 126 hospitals) in full swing. By the end of 2013, the national injury surveillance system collected 450 thousand cases of injury cases.The injury-related information collected national injury surveillance system has been used to describe the different types of the prevalence of injuries of the country and the region. To understand the characteristics of the scale, high-risk groups, trends and disease burden of injury in China, as the rational allocation of medical resources, to develop and evaluate injury prevention strategies and measures to provide important basic data and scientific basis. Given the NISS to the outpatient/emergency room, based on sentinel surveillance mode, the monitoring point selection and monitoring of hospitals is not strictly random sample characteristics, and the early establishment of the system, consider collecting more cases of injury to the patient, monitoring health institutions type is limited. Therefore, monitoring points of the national injury surveillance system to be adjusted to improve the quality and representative of the injury data, is particularly important. Therefore, the present study draw on existing monitoring systems for monitoring point evaluation system, as well as evaluation of injury surveillance system has been carried out by a representative of the national injury surveillance system. Adjusted the monitor point of health care institutions to accurately estimate the national injury occurrence and rate.ObjectiveThe adjustment of national injury surveillance system of monitor health care institutions point is based on the original national injury surveillance system. To improve the representative of the national injury surveillance system and to estimate the total amount and rate of national injury.MethodsUsing literature review, brainstorming and focus group discussions and other methods to determine method of the monitor health care institutions point adjustment and sampling weights calculations.ResultsDetermine the medical monitoring point adjustment of the general principles of health institutions nationwide injury surveillance system, medical and health institutions entry criteria, stratification indicators, while retaining the existing injury surveillance system, using PPS sampling method selected at each health care mechanism. After adjusting the national injury surveillance system has total 252 medical institutions point, increased 123 points than before.ConclusionThis study identified specific method of national injury surveillance system to monitor health care institutions point adjustment, enabling the distribution ratio for each grade medical institutions monitoring point after more balanced and reasonable adjustments will help get more systems representative for injury data.
