In recent years, with reform in medical service by means of market mechanism, the following phenomenon is occurred in the hospitals. The hospitals pursuit economic interests unilaterally and ignore their social responsibilities. Excessive prescription, induced demand and indiscriminate checks are common occurrence. Doctor-patient disputes are on the rise. However, the parties only feel in the perceptual level that the HSR (hospital social responsibilites) issue is fairly severe. The feel is very non-specific, and lack of evidence of a statistically significance.In the context above, using the evaluation index system of HSR designed by our academic team before, we investigate the HSR situation of TCM hospitals at and above the county level in Jiangsu Province through the questionnaire. Then we further discuss its influencing factors. In this paper, the analysis of HSR is from two angles:absolute value and relative value. The absolute value reflects the hospitals’actual contribution to society, while the relative value reflects the hospitals’willingness to fulfill HSR. The main research work includes the following several aspects:(1)through the literature review, systematically combed the concept, quantitative evaluation, performance situation and influencing factors of HSR home and abroad;(2)analyze the HSR situation of the 78 TCM hospitals in depth;(3) on the basis of theoretical analysis, test the influencing factors of HSR through multiple linear regression.Through the research work above, by the method of TOPSIS and RSR, we conclude that the HSR situation of the 78 hospitals in 2011 and 2012 can be roughly divided into four grades. The excellence ones are for the first 11, good ones for the 12-79, medium ones for the 80-146 and the poor ones for the last 10. Also we draw that hospitals in excellence grade usually do well in advanced HSR, while hospitals in poor grade usually do poor in each hierarchy of HSR. As to influencing factors, in absolute terms, the hospitals’ actual contribution to society is significantly influenced by their financial capability, scale, degree of diligence of workers’congress, and the extent of pressure brought by hospitals nearby in performing HSR. Among them, it is most affected by the scale. In relative terms, the hospitals’ financial capability, scale, development level of the region the hospital in do significant impact on the willingness of the hospitals to perform HSR. And hospitals’ financial capability does the biggest impact. Combine the two angles, we found that both the hospitals’ actual contribution to society and their willingness to perform HSR are positively influenced by the hospitals’ scale and financial capability.
