Research On The Synergy Mechanism Of E-Health Governance

The rapid development of information and communication technology (ICT) promotes the changes in the field of medical and health services, especially the birth and development of e-health. As a new form of medical and health care, e-health plays an important role in improving the residents’health and medical service. However, with the outbreak of data revolution, the interests is more complicated under socioeconomic backgrounds, and e-health faces more and more capital, technical, legal and cultural challenge, leading the single department of traditional management mode is not applicable. Considering that e-health system is complexity and openness, the democratic consciousness is awakening and the government function is transforming, e-health development needs a good governance model, which is called synergy governance of multi-subject.At present, the national e-health construction is still in its infancy. Minhang District of Shanghai city has a significant achievement, which presenting a embryonic form of overall cooperation amang government, market and social sector. Therefore, this paper selects Minghang as the case study. It represents the panorama of e-health synergy governance and clarify the action logic in multiple subjects, through describing the development process of this case in detail, namely from the background, subjects, relations, routes to the results.With the case analysis, we find that the main subjects of e-health synergy governance including patients, doctors and hospitals, health administrative departments, private companies, social organizations. Their interests, resources and power relations are complex and change with the range of the subject, information sharing and the governance goal. Therefore, the e-health synergy governance structure could be divided into three layers:the interaction between doctors and patients, collaboration among the hospitals and clinics, regional synergetic governance of multi-subjects. At the meanwhile, the interests among stakeholders in each layer is different, the usage of the similar and complementary resources from the inside continue to strengthen, and the power relations between each other also gradually balanced and positive. To achieve the highest layer of synergy governance structure-regional e-health synergy governance, this paper constructs the multi-participation mechanism of e-health governance from the start, operation and constraints. It considers that the start condition is composed of agreement, trust and networks, and the synergy process requires information sharing, cost sharing, communication and incentive mechanism, and the supervision and feedback systems are associated with the whole process of e-health development.
