To explore the bottleneck hindering the development of the towns and townships health personnel in guangxi, this paper based on the current guangxi towns and townships talent policy implementation, in hezhou in towns and townships as the empirical research, using the double factors incentive theory, from the perspective of health factors and incentive factors analysis of the defects in the current policy, using the hygiene factors to eliminate dissatisfied mood in towns and townships talents, using incentive factors stimulate in towns and townships talent work enthusiasm, is put forward from the Angle of theory and practice in towns and townships talent incentive policy advice, to explore the scientific and feasible policy support, to expedite the construction of towns and townships talent team, improve the level of basic medical and health services to provide power.This article is divided into five parts. The first part of the introduction. This paper expounds the background of selected topic and significance, and puts forward the research content and innovation of this article, and research ideas and research methods. The second part of the theoretical basis. Key words meaning involved in the research, defining the scope, systematically expounds the main content of the two-factor theory and its guiding significance on paper, reviewed the grassroots health talent incentive policy and incentive theory research, the third part introduced the guangxi towns and townships talents basic present situation, characteristics and the current implementation of guangxi towns and townships talent incentive policy. The fourth part on the theory of double factors theory, in-depth hezhou in towns and townships research, from health care and incentive two factor analysis the current problems existing in the towns and townships talents policy. The fifth part from the perspective of two-factor theory suggest perfecting guangxi towns and townships talent incentive policy, by improving the wages, establishment, personnel management, care measures, such as work environment to strengthen the career planning, personnel training, evaluation, glory, honor and other incentives, give full play to the policy of talent incentive, guangxi to develop for the future policy of towns and townships talents play a certain reference function.
